In a video-recorded speech published on February 14, 2023, on the official Facebook page of the Presidency of the Republic, President Kais Saied described the detainees in the so-called conspiracy case as “terrorists” and accused them of conspiring to undermine the state and manipulate food prices to stir up social tension.
Procedures and violations
February 11, 2023: Ltaief was arrested and taken from his home. The private Tunisian radio station Mosaique FM reported, “The security squad did not disclose to his family the reason for the arrest or the direction to which he was taken.”
The investigating judge at the Anti-Terrorism Judicial Pole interrogated him about his meetings with foreign diplomats. The evidence presented against the detainees in the case includes messages on their mobile phones about conversations with foreigners, including diplomats, as well as messages exchanged between the defendants about the possibility of mobilizing opposition to what they called President Saied’s “coup.” All of these acts are protected by the right to freedom of expression, association and assembly, which the Tunisian authorities are obligated to respect under international human rights law (Amnesty).

August 21, 2023: The First Investigating Judge of the Anti-Terrorism Pole at the Tunisian Court of Appeal decided to extend the detention period of those arrested in the case of conspiring against the internal and external security of the state, including Kamel Ltaief, for an additional period of 4 months.
December 21, 2023: The investigating judge at the Anti-Terrorism Judicial Pole decided to extend the pre-trial detention of defendants in the conspiracy case for an additional 4 months.
January 11, 2024: The indictment chamber responsible for examining terrorism cases at the Court of Appeal in Tunis issued a decision supporting the decision of the investigating judge at the Anti-Terrorism Judicial Pole to extend the pretrial detention for an additional period of 4 months against defendants detained in connection with what is known as the case of “conspiring against the security of the State”, including Ltaief.
