The criminal chamber specializing in examining financial corruption cases at the Tunis Court of First Instance decided, on Friday, November 22, 2024, to reject the request to release former Environment Minister Riadh Mouakher and a civil defense official attached to the Ministry of Environment. The court also decided to postpone their trial until next December.
The case relates to suspicions of financial and administrative corruption related to a public deal concluded by the Ministry of Environment to provide administrative vehicles during the period of Riadh Mouakher’s leadership of the ministry. The indictment chamber at the Tunis Court of Appeal had previously decided to refer Mouakher and the official attached to the Ministry of Environment to the competent criminal chamber in a state of detention.
The charges brought in this case include mismanagement of public funds and harm to the administration, in addition to violations in public deal procedures. It is worth noting that the case was based on audit reports prepared by the High Authority for Administrative and Financial Control, which indicated the existence of violations in the procedures for concluding the aforementioned deal.
The Observatory believes that the continued detention of former Environment Minister Riadh Mouakher raises questions about the judicial authorities’ commitment to fair trial guarantees and the independence of the judiciary in handling corruption cases. The Observatory also expresses its concern about the use of corruption files as a tool to settle political scores, stressing the importance of transparency in these cases.
