Position: Governor of Bizerte.
Period: From his appointment in August 2021 by order of President Kais Saied until his dismissal.
Tasks and responsibilities: As governor of Bizerte, Abdellaoui was responsible for implementing the regime’s policies in one of the most important Tunisian governorates. His responsibilities included supervising public security, coordinating government initiatives in the region, and playing a direct role in implementing government orders related to security and political issues. He was also accused of complicity in suppressing the opposition and supporting the regime’s repressive measures.
Relations: Abdellaoui is considered one of the figures loyal to President Kais Saied, and was among those appointed by him as part of the major changes that Saied made after July 25, 2021, which strengthened his personal power in various vital positions in the country.
Human Rights Violations
Human rights violations: He was accused by opponents of involvement in a series of arbitrary arrests and violations against opponents of the regime, including the forced arrest and unlawful detention of some political activists.
Supporting the suppression of freedoms: The charges against him included participating in the implementation of orders to suppress demonstrations and political arrests, in addition to charges of attempted assassinations of politicians, as stated in one of the complaints filed against him (in the case of Ennahda leader Noureddine Bhiri).

Possible legal actions: The Observatory will file complaints against him with:
- The United Nations: regarding human rights violations related to arbitrary arrests.
- The African Union: to pressure the Tunisian government to hold accountable those responsible for political repression.
- International human rights organizations: such as Human Rights Watch and Amnesty International, to report violations and document violations against political opponents.
